EXAMPLE OF DUTIES <br>

Serve as the principle accounting resource responsible for performing critical and frequently complex historical and current monthly reconciliations of the Municipality's benefits and other accounts.  Provide proper coding and reporting on department budget items.  Analyze errors or unusual balances, research problem areas by interfacing with multiple municipal departments, outside vendors, and labor union personnel.  Prepare correcting entries to bring financial accounts into compliance with GAAP.  Serve as department's contract coordinator.  Other job related duties as assigned. <br>

MINIMUM QUALIFICATIONS / SUBSTITUTIONS / SPECIAL QUALIFICATIONS <br>
<br>
Bachelors degree in Accounting, Finance, or a related field and two years of professional accounting work experience.<br>
<br>
Substitution:  High school diploma, GED, or equivalent and any combination of post-secondary education or progressively responsible experience in Accounting, Finance or a related field may substitute for the Bachelors degree on a year for year basis.<br>
<br>
A certificate of CPA or CMA may substitute for the Bachelors degree.<br>
<br>
Post graduate education in Accounting, Finance or a related field may substitute for the professional accounting experience on a year for year basis.<br>

KNOWLEDGE SKILLS AND ABILITIES <br>

The incumbent for this position provides Imagery Analysis support of near full motion video to OEF. Must have imagery or geospatial background and a minimum of seven (7) years' experience involving the use or analysis of imagery-derived intelligence; three (3) of those years must include imagery analysis. Geographic information system (GIS) experience is also highly recommended. <br>
<br>
GENERAL DUIES AND EXPERIENCE <br>
<br>
· Must be able to interpret near full motion video by forward- and back-tracking vehicles, determine patterns of life, make correlations between events and vehicles, and create intelligence products via MS PowerPoint, post products to a dedicated web server, enter products as a shape file into an ArcGIS geo-database, and provide written analysis to accompany vehicle tracks. <br>
<br>
TECHNICAL SKILLS REQUIRED <br>
<br>
· Ability to work with ArcGIS, FalconView, MS Office suite, access data from the CIDNE web database, maintain an event track log in ArcGIS, and meet all RFI due dates.   <br>
<br>
· Must be proficient with standard MS Office suite (Word, Excel, PowerPoint, and Outlook). Must have experience in one or more of the following: C2PC, Analyst Notebook, FalconView, M3, Orion Magic, ArcGIS, ArcView, and PathFinder. <br>

EXPERIENCE AND EDUCATION REQUIREMENTS<br>
Education: <br>

· BS degree not required but preferred ; may substitute primary experience for education requirement<br>

Experience: <br>

EXAMPLE OF DUTIES <br>

Under the general direction of the Director plan, organize, direct, and control the activities of the Data Services Division. Assume responsibilities and exercise authority for the four operating sections, including Database Administration, GIS Services, Graphics Design and Printing Services, and Records Management. <br>
<br>
Responsible for the oversight of implementation and ongoing maintenance, management, security and support of the Municipality's data and GIS infrastructure. Manage municipal-wide graphics design and high-end printing services and records activities. Approve and prioritize projects for the division. Set division objectives and provide direction to supervisors and employees. Work with the IT leadership team to set technology directions for the Municipality of Anchorage. Assist Director and Deputy Director in setting strategic and tactical technology plans. Set and enforce standards for data, GIS and municipal records management. Establish resource levels for support of technology and division activities. Organize, recruit, and manage a staff of personnel skilled in GIS, database administration, and records management. Coach and mentor staff. Develop and enforce Municipal and Department policies and procedures. Create training and personnel development plans for Data Services staff. Write and administer performance appraisals for Data Services Division supervisors, leads, and direct reports. Review and approve all Data Services Division staff performance appraisals. Plan and manage the budget for the Data Services Division. Approve and prioritizes all expenditures towards associated technologies. Work with Municipal department managers to establish business requirements, and provide oversight of technology, projects and implementation. Establish service level agreements for support of technology. Develop Requests for Proposals (RFP) and establish contracts related to the Data Services Division and manage the procurement process for all related activities for the IT Department. Create strategic business alliances with technology service and product providers. Act for Deputy Director and/or Director in their absence. Take on duties of other Division Managers in their absence.<br>

MINIMUM QUALIFICATIONS / SUBSTITUTIONS / SPECIAL QUALIFICATIONS <br>

Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Business/Public Administration, or a related field and seven (7) years of related professional level experience in maintenance management and data management, three years of which must have been at the supervisory level. <br>

Substitution:<br>

High school diploma, GED, or equivalent and any combination of eleven years of post-secondary education or progressively responsible professional maintenance management and data management or a related field three years of which must have been at the supervisory level.<br>

Post graduate education in Computer Science, Business/Public Administration, or a related field and five years of progressively responsible professional maintenance management and data management experience three years of which must have been at the supervisory level.  <br>

Responsibilities:<br>
<br>
	Review procurement requests, plans, and statements of work or purchase descriptions to determine if they are complete;<br>
	Provide information to enable the FCO to determine proper contract approach, firm fixed price, cost-plus fixed fee, time and materials, etc.   <br>
	Prepare and develops for FCOs signature, solicitation documents, such as Screening Information Request;<br>
	Request for Proposals, Requests for Offers, and Request for Quotes, as well as the appropriate contract award documents, including purchase orders; <br>
	Perform analysis of quotes, offers and proposals received; <br>
	Provide information for the use of the FCO in the negotiation process;   <br>
	Provide information to the FCO for determinations on responsiveness and responsibility, contract cost and pricing, proposals, Government performance evaluation and past performance.   <br>
	Prepare final contract documents, for award by a FCO and prepares supporting documents relating to award decisions; <br>
	Provide information to assist the FCO in resolving problem areas in contract performance; <br>
	Record data on Contractor performance for FCOs use in evaluating Contractors performance;<br>
	Prepare amendments of solicitations or contract modifications to reflect the Governments requirement Monitor the progress of deliveries, initiating follow-ups and reports findings of the factors causing delivery delays or otherwise affecting ordering terms and conditions to a FCO; <br>
	Distribute delivery and purchase orders and prepares responses to Contractor inquiries;<br>
	Prepare cost and price analysis in accordance with applicable regulations and manuals;<br>
	Recommend potential negotiation objectives using audit reports, technical analysis reports and pricing reports from other Government agencies or commercial entities for a FCO to use;  <br>
	Prepare spreadsheets and pricing reports/memos in an easily understood, responsive and timely manner.  Analyze prospective Contractors financial statements and prepares a report for use by the FCO regarding the financial responsibility of a prospective Contractor (financial pre-award survey); <br>
	Analyze salary and wage data submitted with proposals using pricing indices such as the Consumers Price Index and the Producers Price Index, etc. <br>
	Analyze delivery delinquencies and performance discrepancies and recommends actions to implement resolution; <br>
	Prepare contract files for closeout including reviewing files for incomplete deliveries, determining requirements for close out audit, initiate actions for post completion inquiries, completing Government furnished property records, etc. <br>
	Prepare documentation for administrative contract actions including modifications, exercise of options, etc. <br>
	Prepare and develops data and materials required for presentations, meetings, and technical reviews including follow-up actions; <br>
	Provide and/or participates in presentations/briefings as required and actively participates in meetings and technical reviews; <br>
	Provide cost-estimating services for alterations/construction and systems furniture and other furnishings.  <br>
	Effectively communicates with FCOs, other staff personnel outside the organization, including other regional, national FAA offices and other agencies, private companies and citizens, in a professional and courteous manner; <br>
	Keep the Government advised on project status, potential problems, changes and other project activities.  <br>
	Ensure all correspondence, including correspondence, is completed in a concise and accurate manner which is grammatically correct, and is accomplished in a timely and responsive manner;<br>
	Perform special tasks not delineated in the previous paragraphs, but that would be appropriate for individuals with the stated personnel qualifications and which are neither inherently governmental function nor performed as personal services. <br>
