Provide staff level expertise in instructing and assisting departments in budget preparation and control to include development and maintenance of annual operating budgets and/or capital budget plans to include grants and refinement and maintenance of the Municipal governmental charge system.  <br>

Provide guidance, make recommendations and support the Department Director with maintaining an effective, efficient organization to meet the Information Technology Department goals.  Prepare Information Technology's capital and operating budgets, plan and forecast revenues and expenses, review and monitor that budgets are within projections, assist in the preparation of annual financial statements to be included in the CAFR, provide bi-weekly status reports to various customers for budget, IGC, and cost benefit analysis.  Assist with planning for short term and long term projects and formulate recovery plans.  <br>

MINIMUM QUALIFICATIONS / SUBSTITUTIONS / SPECIAL QUALIFICATIONS <br>
<br>
A Bachelor's degree in Business Administration, Finance, Accounting, Economics, or a related field and four years of professional level governmental or public sector experience in budget, accounting, or financial management which included budget development, implementation, and/or monitoring one year of which must be equivalent in kind and level to a Budget Analyst I with the Municipality of Anchorage or the equivalent elsewhere. Experience must include intra-governmental charges. <br>

Substitution: Progressively responsible professional level experience in above listed fields may substitute for the education on a year for year basis.<br>

Candidates will have recent Combat/Infantry or Explosives/Counter Explosives tactical experience. All levels of experience are welcome. This will be to specifically run IED Lane training programs at two bases. One location is near fairbanks, the other on the Northern Slope. <br>
