Need a comfortable home (Anchorage)

I am a handicapped war vetran with PTSD. My daughter is my main caregiver.
We have ESA guinea pigs.
I do have medical debt on my credit from bills not sent to my insurance or the VA would have paid them. All my other bills are paid in advance or on time.
I feel I request maintenance and upkeep in a timely manner and I follow the rules, I have an expectation of my neighbors and landlord to do the same.
We do not drink or smoke or eat extremely smelly foods.
The only complaint I have heard about me from my land lord was I yelled at a unsupervised kid who approached me outside for making too much noise. She did not bring it up till 4 months later after the above neighbor flooded my apartment twice with toilet water causing more tention between me and the mother who does not supervise her kids. I am uncomfortable and under constant duress living in a drum of constant banging and pounding on my ceiling and my landlords boss refused to allow me to move to a different apartment. Even though from my landlords complaint against me has been aware of it for atleast 4 months and tells me it is normal living for kids to do gymnastics in an apartment at midnight and she and her boss are ok with it.
Please help me find a place I can live in comfort.
