The Alaska Venture Partnerships (AVP) is an Alaska-based nonprofit dedicated to economic security and ecosystem sustainability. Following a year of growth ($350k in service contracts and grant revenue), AVP is professionalizing its core infrastructure. We are seeking a high-autonomy Contractor to provide comprehensive operational and compliance services.
2. Minimum Eligibility Requirements
Proposals will only be evaluated if they meet the following baseline criteria:
-Professional Experience: 5+ years in high-stakes operations (Legal, Finance, or Scaling Nonprofit).
-Compliance Mastery: Demonstrated ability to manage complex regulatory frameworks (Direct experience with 2 CFR 200 preferred).
-Fiscal Management: Experience managing $350k+ budgets and directing professional service providers (accountants/auditors).
-Location in Alaska and familiarity with Alaska institutions strongly preferred.
3. Scope of Services (SOS)
The selected Contractor will provide the following:
-System Stewardship: Direct operation of AVP’s established financial (QBO and Ramp) and administrative systems (Google-based) with 100% accuracy.
-Fiscal & Audit Coordination: Management of external accounting firms, AP/AR, and ensuring all records are audit-ready for federal/state funding, if required.
-Governance Administration: Ownership of the board cycle (reports to board, agendas, minutes, resolutions) and corporate record maintenance.
-Recommend and Execute Programmatic and Strategic Activities as Approved by Board: Monitor for and recommend opportunities in line with AVP’s strategies and priorities.
-Scale-Up Optimization: Identification of operational bottlenecks to ensure AVP can scale to a $1M+ programmatic portfolio.
-Coordinate with Programmatic Staff and Operational Support Staff. Currently AVP staff – programmatic as well as administrative – are provided through secondments agreements with a partner organization. Cross-train with and build relationships with current administrative and programmatic staff, to maintain coordination roles with partnering non-profit(s).
4. Proposal Requirements
Proposers must include the following sections in their submission:
A. Technical Proposal
-Methodology: Describe your approach to taking over day-to-day operations from Board leadership and current allied support staff.
-Compliance Plan: Outline how you will review organizational procedures and records for audit-readiness, and adherence to federal Uniform Guidance.
-Work Plan: Provide a 180-day timeline for achieving the following milestones:
Month 1: Seamless transition of all day-to-day tasks.
Month 3: Completion of a quarter-end close with a 0% error rate in compliance documentation; delivery of a System Gap Memo.
Month 6: Demonstrated readiness to support a $1M+ annual portfolio.
-B. Management Proposal
Resumes: Highlight specific experience in providing highly effective operational support to organizations and managing federal funds.
References: Contact info for two previous clients or supervisors.
-C. Cost Proposal
Pricing Structure: Provide a firm, all-inclusive monthly retainer or a detailed hourly rate with a "Not-to-Exceed" (NTE) cap for the 6-month term.
Incidentals: List any additional anticipated costs (software licenses, travel, etc.).
5. Evaluation & Selection
AVP will consider the following criteria when selecting a contractor:
-Technical Competency: Mastery of nonprofit fiscal controls and compliance.
-Operational Track Record: Proven ability to step into and improve existing systems.
-Cultural & Mission Alignment: Understanding of the Alaska context and AVP’s mission-aligned services.
-Fee Structure: Value and sustainability of the proposed rate.
